In 2025, this committee was formed by the merger of the Priestly Lifelong Formation Section and the Permanent Deacon Training Committee in response to the Dicastery for the Clergy. Regarding the lifelong training of priests, the Church in Japan plans training at each stage based on The Gift of the Priestly Vocation: Ratio Fundamentalis Institutionis Sacerdotalis issued by the Dicastery for the Clergy in 2016.
The lifelong training of permanent deacons is based on the Basic Norms for the Formation of Permanent Deacons / Directory for the Ministry and Life of Permanent Deacons promulgated jointly in 1998 by the then-Congregation for Catholic Education and the Congregation for the Clergy. The Committee liaises and coordinates with the dioceses that have introduced the permanent deaconate to plan training, etc.
